Special Achievement Award

  • J. Tom Morgan (USA) in recognition of his energy, strength and determination in the pursuit of the truth and of justice in the prosecution of a law enforcement official charged with murder, which was accomplished in spite of the knowledge that his efforts made him the target of assassination and exposed him and others to physical jeopardy
  • Newman Flanagan (USA) in recognition of his lifetime in the service of American prosecutors and of law enforcement in general; for his leadership skills and the repeated demonstration of his devotion to serving his fellow citizens which has earned him national respect and admiration; and for the creation of organizations which serve the safety interests of all people and the well-being of the community.
