New financial system for IAP

After a review of its financial system, IAP has set up a new transparent financial system with solid procedures and accountabilities. The outcome of investigations shows there will be no loss of IAP money. Following its meeting in May in Helsinki the Executive Committee of the IAP concluded that problems had occurred within the financial administration of the IAP.  A number of actions were taken including: 1)  The appointment of Mr Han Moraal as acting Secretary General, 2)  The carrying out of an independent external review of financial irregularities, 3) The establishment of a new transparent financial system with solid procedures, responsibilities and accountabilities and with clear governance.


After a review of its financial system, IAP has set up a new transparent financial system with solid procedures and accountabilities. The outcome of investigations shows there will be no loss of IAP money.

Following its meeting in May in Helsinki the Executive Committee of the IAP concluded that problems had occurred within the financial administration of the IAP.  A number of actions were taken including:

        The appointment of Mr Han Moraal as acting Secretary General

        The carrying out of an independent external review of financial irregularities

        The establishment of a new transparent financial system with solid procedures, responsibilities and accountabilities and with clear governance.

This new financial system will be supervised on a permanent basis by the IAP’s Financial Oversight Committee and the new accountant. New procedures on authorizations and guidelines on proper expenditures were put in place and this work is continuing.

The 2015 financial report has been approved by the IAP’s new accountant. The report shows that the IAP is in a healthy financial situation.

The review of the financial irregularities performed by external forensic accountants shows that the former Secretary General did not keep the financial records in an accurate and transparent way and mixed IAP money with his own private money, unknown to the other members of the Secretariat and to the Executive Committee, although he did keep records of the money owed by him to the Association. Most of this money has been repaid and an agreement has been reached to repay any outstanding amount in short time. With this commitment of the former Secretary General to balance the remaining deficit there will be no loss of IAP money.

The review report concerning the financial irregularities has been sent to the Dutch Board of Prosecutors General (the employer of the former Secretary General) which has the responsibility to decide whether any further investigations or actions are warranted. The IAP will fully cooperate with the Board in any steps it may decide to take.

The Executive Committee has expressed its trust in the new financial procedures of the IAP.

Members of the IAP have been informed about the conclusions of the Executive Committee.
