MoU between IAP and APA

It was the outcome of months of work that culminated with the signing of a Memorandum of Understanding between the IAP and the African Prosecutors Association (APA) during the IAP Dublin Conference. The signing is carried by the shared ideals of pursuing professionalism, ethics and human rights in prosecution and ensuring prosecutors a continuingly better capacity in cross-border work and learning opportunities. The IAP and the APA intend to collaborate on conferences, workshops and seminars and intend to share experiences in programme work as well as assist each others networks in their effectiveness.

As a first and practical step in this collaboration, the IAP participated in this year's annual conference of the APA held in Luanda, Angola, in November 2016, hosted by the Office of the Attorney General. IAP Vice-President Serge Brammertz presented a keynote address on the investigation and prosecution of international crimes, IAP Vice-president Satyajit Boolel chaired the session on strategies of prosecutin cybercrime, Executive Commitee member Shaun Abrahams delivered a keynote address on among other things on money laundering, and IAP General Counsel Rasmus H. Wandall delivered a keynote address on the practical challenges of effective MLA in crossborder cases of financial crime.

35 African delegations participated in the conference together with representatives from the international community. It was an important opportunity for the IAP to strengthening the relationship with prosecutors and prosecution services on the African continent, to better understand the particular challenges in prosecutial work and capacity building and to communicate the lessons lerned through IAPs global community of prosecutors.
