Call for EU Public Prosecutor with experience in Anti-Corruption (reform project in Moldova)

The Business and Strategies in Europe S.A. is looking for an Anti-Corruption Prosecutor for their team of experts. The project is expected to last 450 work days over a period of 36 month starting in spring 2018

 


Project title: Support to efficient prevention and fight against corruption in the justice sector

Project Background

The Council of the European Union issued in February 2016 its Conclusions on the Republic of Moldova, by which it expressed concerns about the lack of independence of the judiciary and law enforcement agencies and underlined the importance of implementing reforms which ensure the independence, effectiveness, transparency and accountability of the judiciary and of the anti-corruption institutions. It underlined that "The reform of the prosecution service as well as the fight against corruption within the judiciary should be addressed as priority matters, including through merit-based and transparent recruitment and promotion of judges".

The present EU-funded project addresses this topic and will support Moldova in fight against corruption between Spring 2018 and Spring 2021.

Overall objective

The overall objective of this contract is to accelerate the sustainable reform of the justice sector in the Republic of Moldova by supporting the implementation of the legislation to prevent and combat corruption in the justice sector.

Purpose

The purposes of this contract are as follows:

  • To support the implementation of best practices in order to reduce the level of corruption in the justice sector and increase public trust in the Beneficiaries (a.k.a. project beneficiaries; see 4.3.)
  • To support the implementation of an efficient disciplinary mechanism for each target group (see 4.3.)
  • To develop the capacity of the Beneficiaries to take ownership of the information, with special emphasis on the National Institute of Justice in order to ensure efficient initial and continuous professional education of the Beneficiaries; (see 4.3.)

Key Expert 2: Anti-Corruption Expert (450 work days over a 36 month period starting in Spring 2018)

For our team of experts, we are looking for an expert in Anti-Corruption who meets the following requirements:

Qualifications and skills

  • University degree in Law or Criminology. In the absence of the required academic degree, seven (7) years of professional experience on top of the required General professional experience below.

  • a postgraduate degree in Law or Criminology would be an advantage;

  • Excellent command of English, both written and spoken.

General professional experience

  • At least 5 years of experience as a Prosecutor in a EU Member State;

Specific professional experience

  • Proven experience as a Key or Non Key Expert in at least one EU-funded TA project in the field of justice with a significant focus on prosecutorial reform in a country which currently is a EU Member State, and/or in the ENI countries and/or in IPA countries;

  • At least one year of proven experience of drafting and/or implementing strategic policy framework documents for the justice sector linked to anti-corruption or integrity;
