Amendments to the IAP Constitution

The proposed amendments will be on the agenda for the next General Meeting, Wednesday, 26 November 2014 in Dubai, United Arab Emirates.


Dear members of the International Association of Prosecutors,

With regard to article 16 of the Constitution of our Association, I want to inform you about the following.

During the Spring Meeting of the Executive Committee in Québec in May this year the Executive Committee decided on two amendments of the Constitution of our Association.

For a stronger representation in the regions the Executive Committee recommends a number of 9 Vice-Presidents.

In our Constitution article 11.1 states:

“There shall be six Vice-Presidents of the Association”

Proposal for the amendment, article 11.1 shall now read:

“There will be up to nine Vice-Presidents of the Association at the discretion of the Executive Committee”

During the Spring Meeting of the Executive Committee in Québec, we also discussed our relationship with the AIPPF, L’Association Internationale des Procureurs et Poursuivants Francophones. To demonstrate the close and strong relationship between the two organisations the Executive Committee wants to propose an extra seat for the AIPPF in the Executive Committee.

Proposal for the amendment, in addition to article 8: article 8.12:

“The Executive Committee may, on exceptional basis, nominate additional members to the Executive Committee, with the same rights and obligations as ordinary members, if the members of the Executive Committee consider that such an appointment would be of particular benefit to the Association. Such a nomination would need to be ratified at the following General Meeting.”

These amendments will be on the agenda of the General Meeting of our Association in Dubai on Wednesday, 26 November 2014.

For the extra seat in the Executive Committee the Committee nominates Sabin Ouellet, Procureur en chef aux poursuites criminelles et pénales, Bureau des affaires extérieures de la sécurité et du développement et Président de AIPPF, Québec, Canada.
